Those are called muscles. They look the same on women and men because we both have similar muscle structure. This would be radically different if she had 3 arms, but since she has 2 arms mounted in the proper place, they look the same as men. Also remember that darker skin shows muscle definition better. That’s why bodybuilders are never pasty white. Why it is national news that the wife of the President works out, I don’t know, but I cant fault her on exercising and being a good example.
