NYPD Commissioner Considering Granting Amnesty To 1.2 Million Low-Level Offenders

Wary Of Police-Community Relations, City Council Says Idea Deserves Consideration.

Police Commissioner Bill Bratton is behind a controversial proposal to grant amnesty to more than 1 million people with open warrants for low-level offenses.

But some experts worry it could cause crime to skyrocket.

First he called for reduced penalties for smoking marijuana. Now, Bratton wants to explore granting amnesty to 1.2 million city residents with open warrants for low-level offenses, people who run the risk of being arrested for failing to resolve tickets for drinking in public, disorderly conduct and the like, CBS2’s Marcia Kramer reported Monday.

There is one statistic that shows the magnitude of the problem. Last year, of the hundreds of thousands of tickets that were given out for low-level offenses, fully 40 percent of the people either skipped the proceedings or didn’t show up, Kramer reported.

Several members of the City Council, concerned with police-community relations, said amnesty is an idea that should be looked at seriously. Council Public Safety Chair Vanessa Gibson said she favors doing something to eliminate a backlog that includes some summonses a decade old.

“I think it would be a very delicate conversation where we want to find the right balance,” said Gibson, D-Bronx. “We also want all New Yorkers to respect the laws we have on the books because laws are meant to be implemented. They’re meant to be enforced.”

Experts like former police officer Jon Shane said it’s a bad idea that could lead to a spike in crime.

“You always have to be answerable for your behavior and unchecked behavior, we know, leads to larger things and those things manifest themselves in violent crime and property crime, like auto theft and burglary, and things like that,” said Shane, a professor at John Jay College of Criminal Justice.

“I absolutely think they have to go through the justice system before we just boot people out and get rid of them for space,” Upper West Side resident Elizabeth Miller added.

“I think it’s a pretty good idea as long as it’s not a felon,” Upper West Side resident Nick Damacco added.

“They did a crime, right? So they should be punished,” added Louis Brown of Brownsville, Brooklyn.

City Council Speaker Melissa Mark-Viverito wants reduced penalties for some quality-of-life crimes, and said the commissioner’s proposal should be looked at as part of the entire debate, Kramer reported.

Bratton has said in published reports said he doesn’t know whether the idea will turn out to be feasible. A spokesperson for Mayor Bill de Blasio said a lot of things have to be examined and certain offenses, like drug crimes, probably should not be forgiven.

Funny how we didn’t have these type of problems when prayer was in school and parents were actually allowed to discipline their children

Problem with NYC is that they have so many CS “laws,” that I imagine you can be issued a summons for farting in public. Another article about this proposal that showed a black woman who spent 4 days in jail for simply dropping her dog’s leash for a few seconds, that “act” being seen by a plain clothes cop who issued her a “summons.” Everywhere you go in NYC there are signs telling you that you can’t do this or that because “IT’S THE LAW!”
And just think, the people there are our “news providers!”

It’s a horrible idea, one day you give amnesty to the jaywalkers people who drank a beer on the sidewalk, and the next thing you know, it these same offenders joining gangs, and then murdering nine Americans at the local Twin Peaks in broad daylight.

The funniest thing about it is 8 million people have, over time, “crafted” a $hit hole for themselves and they are too stupid to figure out that they've screwed themselves and change anything. Here's an idea: “Let's double down on dumb and elect a Communist for mayor, then he can hire this bootlicker for Police Commish.” Oh, and let's keep sending ole Sheldon Silver to Albany where he can steal us blind with the help of the governor and the Republicans while the infrastructure is crumbling around us. New Yorkers are lucky when they tear down some old buildings and put up a tenement.

Gene, maybe this particular case is only about money and maybe it’s not. Regardless, the liberal (re)gressives DO want anarchy, and they want it now.

Otherwise how can they justify Martial Law?

Doesnt sound like Bratton. Im getting the impression the REAL person behind this proposal is his boss, the leftist progressive mayor deblasio who is using Bratton as his patsy to float this trial balloon.

I warned you, Bratton. You shouldn’t have hitched your wagon to this administration. The second they offered you the job of police commissioner, you should have run away.

So the answer is amnesty? Then instead of 40 percent nt showing up next time you get 60 percent then 80 percent and on and on. Here is a solution. If you do not care about the law and crime and your society just remove those laws from the books. Save the police the time and effort to handle all those calls. Save paperwork etc.

And what do you think the street-level cops who have to patrol that ghastly hellhole of a city think about what the empty suits in upper management have done to them? I’ll bet you any money that some of them will pull up roots, grab their families, and go find cleaner, saner cities to work in.

So I missed the part in here where they are doing this to get somebody, anybody, to pay a fine. How they’d take 50 cents on the dollar or whatever it is. Anything larger than what they’d have to sell the package off to a bill collector for.

You don’t create respect for the law by granting amnesty to 1.2 million people, 40% of whom have ignored them completely. You do it to get money and to clear crime stats off the book so your number will go up in the national stats.
