I believe it was sold to the public as a government run retirement account. That was when the average life expectancy was less than 65 years old.

For widows, orphans, and the worn-out elderly. And as you say, most people did not live decades beyond 65. I was just looking a picture of My wife’s grandfather. He was under 60 but looked closer to seventy-five.
