The core of the problem is the 17th Amendment folded all powers, which had previously been distributed among the states, into Washington DC.

Our 535 congress persons have figured out it is electorally safer to have El Presidente make the important decisions and take the heat.

Congress no longer makes the law. Congress has been corrupted from its republican purpose to the point that its modern function is to condone tyranny by giving it the patina of constitutionality.
