No, but it is illegal to import untaxed booze into Massachusetts, even for personal consumption. The very first thing you encounter on I-95 North after leaving Massachusetts is a HUGE New Hampshire rest area, with a HUGE New Hampshire State liquor store. In New Hampshire, the state runs the liquor stores, and keeps prices low enough to draw shoppers from Massachusetts, which has private "package stores" or packies, and very high state liquor taxes, on which you get to pay sales tax. Apparently, they also draw buyers from Connecticut. I was orginally posting about Northeastern Massachusetts being a retail dead zone. Southern New Hampshire, right across the border, is a shopping Mecca. No sales tax, vs. 7%. Save around 70 bucks on a laptop or flatscreen for a 30 mile drive. If you live in northeastern Massachusetts, like I do, there are very few good shopping areas nearby, and driving deeper into enemy lines only buys you higher prices and worst traffic, on top of higher taxes.

Does it extend to anything bought in another state that has lower taxes?

You are supposed to report anything you purchase out of state for use in-state, including internet purchases. Liquor has additional taxes, which make it even less competitive. Liquor (and fireworks, which are illegal in MA but not NH) seem to be the focus of State Police surveillance efforts in NH.
