Yes, you always need an escape clause for rogue locks/tags, but it has to be only done by higher level supervision and only after some sort of investigation.
That said, I would have to be in a real bind, and very nervous, to use only a tag.

Looking at the population statistics for Hispanics/Latinos in the United States there is nearly a 50 percent chance you are an illegal alien and a greater than about a 92 percent chance you are an illegal alien yourself or the descendant of an illegal alien. Given the explosion of illegal immigration of Mexican citizens into the United States just since 1995 alone, the legitimate Hispanic/Latino communities in the United States have been virtually drowned by the massive waves of illegal Mexican immigrants. The second largest metropolitan city of Mexican citizens is located in the Los Angeles metropolitan region of California, second in Mexican population only to Mexico City in Mexico. Having lived in worked professionally in Los Angeles for more than a generation, I knew and met illegal alien Mexicans every day, but I seldom ever encountered any of the indigenous Californios. So, although it may be true it is possible the deceased was a native born U.S. citizen, it is an even chance he was an illegal alien and an almost certain chance he was an illegal alien or the descendant of an illegal alien. So, blame the demographics of illegal immigration for the problem.
