True the way the Senate counts votes it is the same as a no vote even though the
vote wasn’t cast. In other words the object is to get to a specified number and
a not a percent of the votes cast.

I understand that Ted Cruz has one of the worst attendance records in the Senate...both in committees and on floor votes.

It is a bit troubling.
