Isn’t this a treaty? And doesn’t a treaty have to be approved by a 2/3 senate vote? (Obama’s Iran Nuke deal)
Well, it’s a senate compromise bill, meaning - McConnell approved it. Need I say more?
No. Not a treaty. An agreement, understanding, etc but not a formal treaty.
It’s kind of like “it;s not a war because we call it a conflict”

Well, politicians do that a lot. But the Cuba thing is out there and everyone is quite aware of it. I don’t think this covers it up or really diverts attention.
So, no, I don’t think that’s it. Just think they came along about the same time.
Correct me if I’m wrong, but while the US Constitution specifies that no treaty is valid unless AGREED TO by a 2/3 majority of the Senate, I think this bill says that whatever Obama wants is OK unless 2/3 of the Senate votes AGAINST it!! Corker has not just REPEALED, he has REVERSED the Constitution!
