Good to think. The mission is the primary influencer (at least initially), and here is why:

The way acquisition works in the Air Force is the user (trigger pullers, let's say) feed requirements up to the MAJCOM acquisition staffers, and in the case of fighter requirements, these are fighter pilots on that staff. From there, MAJCOM forwards a prioritized wish-list of ALL their combat and combat support requirements as defined by the user to execute the mission to the CSAF staff and they prioritize all MAJCOM wish lists before sending to SAF/AQ staff. . .again fighter guys are on that staff. From there, all heck break loose as the Air Force collectively prioritizes ALL requirements, not just fighters. From there, the Air Force sends to OSD its requirements guys (mostly civilians) and the haggling between the services gets turned up and is fierce.

That is a basic, 30k foot view of the process. Some processes are abbreviated for simplicity. Ugly process but congress writes acquisition law.

That is most certainly true. No question. Heck, even Gen Horner (JFACC) admitted the Hogs were kicking Iraqi butt. . .and that must have killed him to say that. . .being an F-16-is-everything-gawd-wants-a-fighter-to-be dolt.

Let me offer my opinion on that:

I have read much of his writings, studied him throughout my military career and attended professional military colleges where his military leadership and presidency were examined. Even had a chat with Stephen Ambrose while at Air University when he was giving a lecture on Eisenhower’s early military career. Am I an expert? Not hardly. Just saying I am not unfamiliar with who he was, did, said and thought, and various opinions associated.

More interesting in the MIC speech, for me, was Eisenhower’s warning about research and universities. He warned in more explicit language the threat from universities: “The prospect of domination of the nation’s scholars, by Federal employment, project allocations, and contracts is ever present and is gravely to be regarded.”

He never said the MIC must be “gravely” regarded, thet the MIC was in-and-of-itself evil or "bad."

Regardless, like the MIC, he recognized universities are shaped by market forces and could be abused or be abusive.

Eisenhower ties together MIC and university by saying, “it is the task of statesmanship to mold, to balance, and to integrate these and other forces, new and old, within the principles of our democratic system, ever aiming for the supreme goals of our free society.”

In other words, it was a new reality we now face and checks-and-balances, a core principle of our governing process and philosophy, was essential to using these new tools.

Just my opinion. . .

Nice. . .classy. . .go ahead, sign up for a Pentagon tour and when you are wandering the halls with the tour group, go ahead, try it. Let me know how it goes.

Good to know you want to assault combat vets and defile their uniform while at the same time have no idea what the “Pentagon” actually is and what those guys do or how they do it, as well as the laws defining such.

Nice to know you respect fighter pilots, combat controllers, line-support guys, weaponeers, SPs, ALOs/JFACs, WSO’s, etc that did their time on the line in combat and are now assigned to work either on the OSD staff, the CSAF staff or the SAF staff.

You do know what these staffs do, correct?

We get it, you are frustrated.

The Air Force just does not like ugly Aircraft and does not like Close Air Support at all. The evidence is in offering the A-10 to the Army. The Army is stupid for not accepting th A-10.

And yes the leadership of the Air Force is needing some HAZING!

Like this " First of all General, Stand at Attention when you are talking to me" "Repeat after me" "I like the A-10 and Close Air Support" Yell it loud, you mealy mouth!
