This was a personal observation:

Under new guidelines that were passed to improve education, there have been some unintended consequences. The demand for a very high percentage of daily attendance means administrations are now encouraging trouble makers to come to school rather than being okay with them not showing up. Another factor is the effort to boost the percentage who are graduating. Some schools are letting youngsters get away with more so they won't drop out.

What's the solution? Vocational training after completion of Grade 10....just like in the old days.

Obama's latest initiative, free community college education, will serve to keep the pumks on the education gravy train for two more years, and ruin any function the community colleges used to serve.

I agree except start it at 8th Grade...before the "little darlings" can really get rolling with the 'tude.

The world still needs tradesmen and if the kids can't sit in a classroom, then put them in shop class.

Some kids just aren't cut out to be white collar...
