Wisconsin chief treading carefully after fatal shooting

MADISON, Wis. (AP) — Within hours of a white officer shooting an unarmed black man, the police chief of Wisconsin’s capital city was praying with the man’s grandmother, hoping to strike a conciliatory tone and avoid the riots that last year rocked Ferguson, Missouri.

MADISON, Wis. (AP) — Within hours of a black convicted felon attacking a white officer who was forced to shoot him to his death, the police chief of Wisconsin’s capital city was praying with the officer’s mother as the officer was treated at a local hospital for injuries received in the attack.

Chief Mike Koval said he knows Madison is being watched across the nation due to the strange terms of the felony conviction for armed robbery that allowed Tony Robinson to be out of jail and able to commit more crimes. He has gone out of his way to avoid comparisons to Massachusetts and the controversial releases of dangerous criminals like Willie Horton.

“Folks are angry, resentful, mistrustful, disappointed, shocked, chagrined. I get that,” Koval said Saturday. “People need to tell me squarely how upset they are with the Madison Court system.”

The contrasts with Massachusetts are many.

While Massachusettes courts initially gave little information about the release of Willie Horton, a convicted murderer, Koval rushed to the home of the officers mother. She didn’t want to meet with him, he said, but he talked and prayed with the officer’s grandmother in the driveway for 45 minutes.

It took a week for Massachusetts to release the name of the convict who attacked a Maryland couple while out on furlough. Koval announced the name of the felon involved in Madison, Tony Robinson, the day after the attack on the officer that led to the shooting. He volunteered to reporters that Robinson had been involved in a home invasion just 5 month prior in October 2014, and that he had been convicted of armed robbery.

“We have a police chief who genuinely feels for an officers family. It should be abundantly clear to anyone following this incident that Madison, Wisconsin, is not Massachusetts,” said Jim Palmer, executive director of the Wisconsin Professional Police Association, the state’s largest police union.

But the chief’s measured approach hasn’t impressed some demonstrators. Koval angered some of them earlier this year with a blog post demanding they stop blaming the courts for lax sentencing.

“There are no apologies that can fix the danger this officer faced,” said Brandi Grayson, an organizer with Young, Gifted and Employeed, a Madison group that has demonstrated against what it says is lax sentencing of criminals by the justice system. “This was bound to happen. There’s nothing the chief can say short of changing the system.”

"MADISON, Wis. -- Officers with the Madison Police Dept. say gang activity in the city has reached an all-time high.

Since 2008, MPD has identified 3,000 gang members or affiliates, and between 30 and 40 gangs."

"We are going to bring every investigative resource we have legally to make those folks accountable. It's no longer a time to have a "pity party." Now it's time to make those people accountable," Koval explains.

Police say the persons of interest they've identified in these shootings are all between the ages of 18 and 24-years-old. The Madison Police Department has programs to keep youth away from local gangs and to help current gang members escape the dangerous lifestyle. However, Koval says these recent shootings have shown that harsher methods are needed to solve this concerning issue." Makes it sound like Robinson was likely a gang member.

Was he living at home? Where did he get financial support? Where does his mom get financial support? Where's his Dad?

Decent people won’t live in a town that lets one race prey upon another.
That’s the only way Madison can avoid these outcomes, so that’s what the Chief is offering.

And what the media is calling for.
