If we play the “what if” panic game, why is a New Zealand citizen any less likely to go sudden jihad than an Indonesian?
That means they need to also monitor internally. (and most assuredly do given their Brit heritage mentality)

And airliners make the world a very small place, maybe ISIS will be flying in. Also, Australia is friendly,,,,TODAY. But NZ cannot fail to notice that they are buying F-35s and subs. What if they went on a land grab or cut off NZ sea lanes and interfered with commercial Hoki fishing?
