It’s a two-step process. First budget (early in the year) then appropriations (late in the year)

Thanks. It seems to me the situation should be reversed, since appropriations are spending reality, and the budget is make-believe. But there I go applying logic to a government dominated by liberals.

Well, the budget isn’t exactly make-believe if you consider that it deals with taxation. Which, logically, should be a lot more contentious than spending.

Thats a big reason for Reconciliation: preventing filibusters of new tax policy. And it was used to great effect to ram through one of the most significant tax policies in US history: Obamacare.
