Well, the budget isn’t exactly make-believe if you consider that it deals with taxation. Which, logically, should be a lot more contentious than spending.

Thats a big reason for Reconciliation: preventing filibusters of new tax policy. And it was used to great effect to ram through one of the most significant tax policies in US history: Obamacare.

Yup, who could forget 0bamacare. But most reporting didn't really detail (probably intentionally so as to keep the peasants from revolting) the Senate rules with regard to Reconciliation. Whether it's tax policy or appropriations that permitted 0bamacare to use Reconciliation was never made clear.
