Mistakes were made by the police but the couple will be generously compensated, as they deserve.

So out of all of the millions of possible combinations, the victims just happened to be one digit off from the VIN of a stolen car.

I think it’s more likely that this was an attempt at asset forfeiture which didn’t go as the police planned, so they made the VIN number excuse.
