What we see here is mediocre legal minds at work. They understand the LETTER of the law in detail, without understanding the SENTENCE of the law in spirit. They find the word they want to apply without understanding the context in which the word lies. . . similarly they will extract a sentence from a paragraph to apply, ignoring the meaning of the paragraph, a paragraph from a section, without understanding the section, and so on. This results in micromanaging the prosecution.
Such small minds seek out minutia to find the devil in the details to get convictions based on forgetting to dot an "i" or cross a "t". . . while missing the fact that someone is stealing the safe from right behind them while they are examining the books for minor errors with a microscope!
