Jails are already full. They wanted to tear down the old jail and build a new ‘cooler’ one (to go with the rest of their rebuilt downtown).

Locking up violent offenders is dangerous (when you apprehend them and every day while they are incarcerated). It costs money to lock them up. It costs money to pay for their legal defense.

They aren’t in the justice business, they are in the revenue business.

It was cheaper not to test all of the kits (if it was not necessary to prosecute the case for any of a variety of reason), cheaper to not prosecute all of the cases (even murderers are not brought to trial for all of their cases, live sentence or death penalty is enough to get them off the streets, at least until they seek to get their conviction thrown out).

Carjackings aren’t always prosecuted (even with violence, kidnapping, and photo IDs recovered).

I dont think the statute of limitations matter once its been reported and evidence collected with in the original timeline. SoLs are for cases where for instance a woman claims she was raped ten years after the fact. I could be wrong.
