Before the 40s and the jumping and the throwing, Jameis Winston went through interviews with a number of teams. The results were, well, allow me to let one team's personnel man who was in the room with Winston explain.
"I think he's probably the smartest player I've ever interviewed," he told me.
Ever?
"Ever," he responded. "Football IQ as good as I've ever seen."
One scout described how Winston was so impressive with his knowledge of X's and O's that "there was a moment where we kind of looked at each other and said, 'Oh, okay, wow.'"
The comparison I heard several times was Peyton Manning.

I do not think their has ever been any doubts about his ability to play the game of football.
The doubts are about his character and his willingness to be a decent person.

Agreed. As a long suffering Browns fan I recall Courtney Brown, "the silent storm," and of course the legendary Mike Junkin, "the mad dog in a meat market."
Whether this punk has what it takes will remain to be seen, as with all of them.
He has the protective coloration; any less than stellar opinions about him will remain private, for fear on the “R” word.
