Well since the administration retained the embargo ( for now) against agricultural products, rum, and tobaccy products, real estate for resorts and casinos is the single big ticket resource available for a quick buck.

The unskilled labor pool is still stuck in 50’s tech such as it is. Several generations totally indoctrinated in Castro based communist anti-capitalist ravings aren’t going to be the best choice for cheerful wait and service staffs if they become available.

If the Euros, unencumbered by embargo, haven’t made serious investment in roads in fifty years perhaps there is nothing there that is worth while.
