OFFICER OF THE DECK: Returns salute and gives permission.

Pretty much - although you omitted the the crucial part - the sailor or officer coming aboard approaches the Chief of the Day, gets down on his knees, and kisses the Chief's buttered belly.

Not restricted to officers. Enlisted men have to do it, too.
