Free speech includes the right to be dead-nutz wrong. That's why it's called free speech.
You can also apply discernment and be open to correction, as I demonstrated on this very thread.
It seems you would be open to the concept of licensed journalists. I sure hope that is not the case, bro, you would not like that world.

One thing I am certain of, is that technology will stay 20 steps ahead of legislation. They took 15 years or so to start seriously talking about 'regulating' the internet. A new internet could spring up in months, if need be. It may involve completely presently-unknown technologies.
They will not be able to keep up.

Ultimately...how could the city prove that you were blogging within the city limits? Further, lets assume that you lived outside the city, were a blogger, could they prohibit anyone who was a blogger from blogging within the city limits?
As you say..not only is this unconstitutional, it is unenforceable.
