People are not normally arrested when issued a summons, no?
Depends on how they react. Garner fell into an area somewhere between peacefully accepting the summons, and taking a swing at the cop. In the former, the cop goes away. In the latter the cop and his colleagues arrest you, using physical force as necessary.
The more you move from the former to the latter, the greater your chances of being arrested are. Based on the video, Garner was throwing his arms and body around in a highly agitated and erratic manner. He may not have thrown a punch at the cop, but he was pretty close to that point on the continuum.

If that is the caliber of officer the good citizens wish to be in authority over them, I don’t have any problem with it. Sooner or later those boots will make contact with one of their hands, or their head, or ribs.

"I watched it. I do not understand how a jury could misinterpret the actions of the officers so badly." Perhaps the members of the jury didn't want to get pulled over for a burned out license plate lamp on the way home from the courthouse...

I first thought it was the two officers first shown, repeatedly abusing the perp in custody. It turns out the last guy that came up and threw in his one-shot kick (almost obligatorily) is the one that was on trial. The other first two had pleaded guilty.
