Penn is the poster boy for all that is wrong with the corrupt “may issue” California permit system.
Penn has been in trouble multiple times for assault and has a violent temper, but no criminal record IIRC. Exactly the type of person so-called “discretionary may issue” systems claim they can screen out that a shall issue system cannot.
Yet Penn was issued a permit because he’s a wealthy celeb with a good lawyer. I don’t begrudge Penn a permit. He should be able to get one. But then again, so should I and millions of other law-abiding CA citizens who are not wealthy celebs with expensive lawyers.
