Ratings of this sort matter less than most think.
These outfits aren’t there to pull in advertisers.
They live on subsidies for their value as political assets. Ratings are of course something of a requirement, they need some significant number of viewers, but the political message is more important.

I don’t know exactly how it works, but it seems to me those who advertise on these networks would be paying the lowest available Ad rates, due to the lowest ratings; if so, who has been paying the bills for so long?

Yes, they have a news channel on TV. I like it, and until they get 40 million viewers they have chosen not to have ADS. There are some musical and other interludes, but not cheap ads. They have 24/7 news, and only a few prerecorded shows.
