Looks like they cut the dog’s upper lip intentionally for a more feline, snarly appearance. Poor guy doesn’t look happy.

The environmental police moved in to seize the animals, which they said were in general good health but had particularly watery eyes. This was “probably aggravated by the continuous exposure to camera flashes”...Haha......same thing could probably be said for any shopping mall Santa...
