It’s a criminal background check. Other countries don’t want USA criminals moving into their country ... and ... it’s only the FBI who would give a comprehensive check (across the entire country).
It’s something that is entirely understandable.

Yeah that caught my eye too but I assume since he spent most of his prior life in the US that would be the agency to check up on one’s history so to speak and not Australian agencies.

You have to have an FBI check to become a resident of another country? For a work or permanent visa, many countries require a criminal background check from current (and previous) countries in which you have resided.
I had to get one for a work visa a few years ago.
