I know this is overly simplistic. Explaining the vote against provisions that are unconstitutional will require some logical analysis; but in an era when the average American had very little formal education--probably the equivalent of a College Sophomore today, but not much after age eight or nine in a more reflective era--people clearly understood that there were clear limitations on the functions of our Federal Government.
Those limitations are not better understood, today; because the self-proclaimed "Conservatives" lack the comprehension, as well as self-confidence, to effectively defend them. (To illustrate the traditional way to handle the explanation, consider this 19th Century Account: Sockdolager.)
By endlessly equivocating, those who pretend to defend the American heritage, are driving nails into its coffin.
