I just copied and pasted what you posted, and it's clear to me what he said.

His point is, seldom are single shots fired by these indiscriminate thugs. They are spraying an area with bullets and many innocent bystanders are hit.

What came first, or were you too busy emphasizing the hind end of the statement to see the detail he went into against "...large numbers of high-capacity, quality firearms..." before he ever mentioned a criminal.

Who is being selective, now? You had to pass over the part in bold above to get to the criminals.
