That non-contact provision seems to me to be an unusual parole condition. Are such restrictions actually routine? If so, why are they put in place? To protect minors from the influence of the parolee?

I’ll make a wild speculation here. Possibly at the time Head went to prison, Mike Brown was still under 18. So, if Head was a certified gang member, it might be a condition of his parole to have no contact with juveniles. However, what is strange, as you are pointing out, is that it appears that Head was to have no contact with Michael Brown. Perhaps it was known to the parole officers that Head was a very bad influence on Brown, or that he may have been instrumental in getting Brown involved in criminal activity. It needs investigating, but the MSM will be doing other things.
