Legally no, a work permit does not make you a citizen. However in many ways this country is already treating illegals like citizens or better than citizens are treated in some cases, giving them a pass on things like vehicle licenses, insurance, registration. This country seems to not follow the laws anymore so who knows if a work permit/aka green card will lead to citizenship. Illegals and those that support them seem convinced this will lead to citizenship for all of them.
