Reagan did but it was for 200,000 refugees from Communist Nicaragua, not 5 million who came here for economic reasons.
3rd world “refugees” are still coming in by the hundred thousand.

Reagan didn’t do it alone. The law was passed by the House, and Senate, and Reagan signed it into law.
The only time that sort of executive action has been used legitimately is for genuine emergencies - for example, after the 2010 Haitian earthquake, when children who were in the process of adoption were waivered through without the usual processing. And it’s generally fairly small groups of people.
200,000 is a lot, but they were being exterminated by the Communists and genuinely needed refuge. However, even that has been abused by Obama, who has refused to classify as refugees Christians from lands where there is overt and severe persecution, often leading to death, and instead giving refugee status to Muslims who are being sought by the authorities of their countries, not because they are being persecuted, because they are members of extremist Muslim groups.
I will bet that a lot of the people who are going to be “legalized” by Obama will be Africans or Middle Easterners, mostly if not all Muslim.
