He hasn’t any law making powers. It isn’t in the Constitution that he has, and there doesn’t exist any wording that can even be spun to make one think he does have such law making powers.

But I understand he can determine how immigration is or not enforced...so he can and likely will "exempt" the so called dreamers and whatever other "groups" he intends...further he can set conditions on deportations etc.
