He could, if he's trying to incite a riot and isn't just incompetent. What makes you think he's smarter than any of the other idiots who tried that sort of thing? He thinks he's smarter than the average bear, just as they did.
I don't think he's smart at all. He seems to be the sort of school yard bully who turns things to his personal advantage, then moves on. I'm not sure he cares about the mess he leaves behind.
