Not really...if the CEO is managing the bottom line effectively and returning profits to his share and stakeholders then no one could give a piddle what depraved things he is doing in his spare time.
Not true. Depraved things between consenting adults that impact no-one but the involved parties? Fine. Do what you want. That is between you and God. Depraved things involving unwilling parties, children, animals (by their nature, involuntary), or that impact their neighbors (too many loud, objectional, or intrusive parties, etc.), sorry, not allowed, and the cops should fall on your head with a ton of legal repercussions.
I don't give a damn what these CEOs do to themselves privately, so long as it doesn't spill over into their ability to do their jobs effectively. Once they allow the activities to affect the job, the extracurricular activities are negatively impacting others, and they should be GONE from their positions of business and fiduciary trust.
