It's not just the veiled threat to the voter that's implied here that's important.
It's probably patently illegal for a political party organization to mail out election ballots to voters. One would assume that only the relevant local election board or agency has the authority to mail or give out an absentee ballot, and then only at the express request of the voter (except for the three states that have all mail-in voting). In some states, a mail-in absentee ballot can only be sent by the election board if the voter completes some paper work indicating a reason he/she would be unable to show up at the polling place in person.
This seems like one type of cheating scheme that most Americans have never even heard of. Naturally, the Democrats will disguise their sleaziness by calling it a Get Out the Vote campaign.

It is certainly the case in VA that only the local electoral board can send out ballots, and they can be returned only to that office by a date certain (i.e., election day). If they’re late, too bad.
