In most locales, permits are the order of the day. The exception that I know of is for funerals and thing like soldiers’ returns home for guard units and such. We’re talking an interstate highway here, not main street or state highway. Additionally, I don’t think that a National Players Run would have had multiple 60-70 MPH wheelies on an interstate.

No, no wheelies. But more like 160 to 170+. It's not a race though, more of a snob parade with short periods of Vanishing Point wannabe.
