How does a poor Filipino get the money for the operation(s?) to become a Filipina?
Correct, we were all warned about the benny boys and the district where they hung out. It was a two block area on Magsaysay Drive between 1st and Fendler Streets. Anyplace from the circle to the open market was “in bounds”, as was Rizal from the main gate to Magsaysay Dr.
All the warnings and a Navy Lt. STILL didn’t listen.

In 1977 I was appointed as the USMC “observer” for a Marine who “rolled a drunk” in Okinawa. Observe was all we could do and the idiot knew that he was subject to Okinawan law. Naturally, he was drunk and thought “a little sport” would be a fun thing. Bad idea.

In the west usually the voice will give them away.
But in parts of Asia pimps (often a family member) can get ahold of prepubescent boys and push them into prostitution before their voices change. If they survive that sort of childhood it will be hard for them to get out of prostitution as adults.
The crime was committed on Philippine soil. Why shouldn't their courts try him?
I thought SOFA only covered official business. This is obviously anything but.
I dunno. I’m thinking along general lines, I guess. If a crime is committed by an activeduty, do we turn them over to the Iraqis? or Somalis? or Liberians? or other locals wherever that troop happens to be deployed in the world? Clearly in this case the perp appears guilty as sin, and the PI has been a longtime ally, but is this setting a precident of any kind, or is it business as usual?
When I was in, if you committed a crime overseas on liberty you got what the locals dished out. In places where that was unreasonable, liberty was simply never granted.
Problem solved. Liberty is not a right.
