Seems a little old at 44 to be joining the Navy as an ensign.
Anyone have any ideas on why this might have occurred?

He wants to run for office some day so he probably thought it would look good on his resume ..

No idea. But decades ago when I was active, the max for flight training was 33 and I believe 35 for most, including staff officers.
Mr Biden must have been particularly competent and a leader in his area of expertise (whatever).
