Measure 88, on Oregons November ballot, would allow immigrants without documents to drive after meeting all other requirements. The measure, which would affirm a law put in place by the Oregon Legislature in 2013, has won the support of many religious groups, including the Oregon Catholic Conference.
The Oregon Driver Card is especially important for immigrant families among us who are our modern day neighbors, says a statement from the conference, the public policy arm of the Archdiocese of Portland and the Diocese of Baker.

Worse than that, if you ever go to the American Conference of Catholic Bishops' web site and look up what they have listed under "social justice" with the one exception of reproduction it reads like the platform of the liberal wing of the Democratic party.

In my area many of the Hispanics are either “unchurched” or belong to storefront evangelical churches with married pastors (not too different from black “churches”).

One of the “all other requirements” which the Church says they must meet would logically include a passport or birth certificate showing age and identity. At least in my State a birth certificate or other evidence of age is required for a young person to obtain their learner’s permit and passing a road driving test before receiving a license. Not sure how many “illegals” possess such documentation. If the authorities are go going to require it of citizens but somehow waive it for de facto and de jure felons someone ought to bring such blatant discrimination before a judge. That seems to be the (new) American way.
The problem is that not having a license does not stop people (of the usual legal age) from driving. Think of all the people who have been stopped for driving on a suspended license.
I would rather know those who are on the roads have been tested for the knowledge of traffic laws and driving ability. I think of this as a public safety issue. Such a license should be temporary of no more than 6 months duration. Maybe that is a way to make sure they are not a threat to other drivers yet gives ICE plenty of time to find them.
I mean the applicants will be reported to ICE, right? Making sure other drivers are safe does not mean ignoring immigration laws completely.
Just tell them to use their driver’s license from their home country. Thats legal.
