The officer should be locked in a hot car for four hours. If we’re going to make use of animals and put them in harm’s way for our purposes, the least we can do is care for them properly.

I’m the same way with my cats. Trust me. My point was that the taxpayers didn’t spend tens of thousands of dollars on training my cats. Not that they’d have listened anyway.
My analogy was connecting the “training” to the “piece of equipment”. Certainly not the dog itself.
