In Obama’s defense, he only knows what the intel folks tell him. So if Susan Rice or John Brennan, James Comey, or Jeh Brown tell Obama something, he has to believe them. unfortunately these positions have been highly politicized under the Democrats that it’s difficult to believe anything any of them say

the president faulted his spies for failing to predict the rise of ISIS. There’s one problem with that statement: The intelligence analysts did warn about the group.
What Obama means is: since he never went to any of the intelligence briefings, and only skimmed the intellgience reports they sent him between holes on the golf course, they didn't highlight, bold and underline the parts about ISIS being dangerous enough so he would bother to notice.
