One of the comments under the article may furnish a clue: It may well be that violations of ADA (which is a Federal Law) must occur in a Federal court. So if the ticketee is claiming that the city is not honoring the exemption conveyed by the Handicapped placard, perhaps they are forced to go Federal.

I think that’s why SFMTA “reduced” the ticket to not curbing wheels on a grade...hoping to avoid having to go to Federal Court.
