I don't know much about this, but reading the article I get the impression this was negotiated with the tribes. I can understand why Arabs would like to get out of UN camps after over half a century, just as I understand why the UN wants to keep them there.

The UN passes out “aid” to Bedouins, collected from taxpayer money in decent counties.

If the Bedouins have jobs and houses, the aid would stop and the UN thugs can’t skim 50% off the top.
