Chlorine isn't classified as a chemical weapon, as it is a universally available industrial chemical. It's a good way of inflicting terror, but isn't actually very deadly or effective (relative to other poison gases) - although blowing up a chlorine bomb in your face is not generally recommended (ask ISIS).

Cylinders of chlorine gas are widely available in most countries. It is about as low tech as possible.
The rebels overran a chlorine gas factory in Syria over a year ago. That was when they were working for Obama.

Incorrect. Chlorine is widely used in Iraq and Syria for, among other things, disinfecting water so that the highly polluted Tigris and Euphrates rivers can be made drinkable. I have no idea where this chlorine came from (which could be from any number of sources), but previous chlorine gas attacks have used chlorine pilfered from water companies. Second, ISIS fighters don't live in the "desert" -- we're not talking about roaming bands of bedouin, these guys are based in major urban centers like Raqqah, Fallujah and Mosul.
