Not as bad as the title hints. What actually happened was a deferral to the Inspector General. In essence, since there is an ongoing investigation, he referred the question to the people conducting the investigation.
This refusal is good reason for John Brennan to step down. Congress should act now to take him out of office.

Sen. Feinstein probably has an idea who ordered the spying. It had to come from one of two places, Holder or Obama.
Let’s see if Evan Bayh is as good a man as his father was. Putting a former democrat in charge of investigating the CIA in a democrat administration is suspect in itself.

I haven’t forgotten that it was his company that breached passport files of candidates back when Obama, Clinton, and McCain were running for president. The media was outraged till Obama named Brennan to be an advisor a few weeks later.
