Guam provides an air base and submarine base. Until the Phillipines are up and running, it’s the only military installation between Cbina and the USA.

That “joke” was a reference to that moron democrat senator. One of the few senators of “color”.
He said that “he is worried about putting more military members, and equipment there because he and his comrades were worried that Guam would capsize”. He said it with no sarcasm, nothing to indicate he wasn’t serious. In a very serious tone.
