You comment presumes the po-po blindly follow orders instead of prioritizing (though, I too can see the ‘path of least resistance’ in the case in point)
We already have too many B.S. ‘made up’ charging-codes. I don’t believe there’s anything We could do if ‘they’ really wanted to put us behind bars.
Very often police are called by a whiny public to deal with these minor issues.
Its legal for me to walk through downtown Ann Arbor with a rifle slung over my shoulder but if I do, police will show up because they’ll get dozens of frantic calls. (a fair number of Ann Arbor residents would outright lie and say I was threatening people to get police there faster)
