Since the people of Scotland are the only ones voting, I assumed they would win either way

Well, according to the Daily Mail it's not only the people of Scotland (read: actual Scots) but also foreign EU residents:

Of course they managed to find someone (some Greenpeace lunatic) named "Herr Mittler"...rhymes with...yep. (Never mind that those Germans are only a small minority of all eligible EU foreigners - the DM never misses a chance.)
