The White House is insisting the U.S. is not at war with the Islamic State, also known as ISIS or ISIL, despite an aggressive air campaign and previously labeling the jihadist group an "imminent threat to every interest we have." "Before getting into the strategy though, there seems [to be] a fundamental, existential question: Is the United States presently at war with ISIS, yes or no?" MSNBC host Chris Hayes asked President Barack Obama's top spokesman, White House press secretary Josh Earnest, on Thursday.
Earnest went with "no."
"No, Chris. What we are doing is we are working very aggressively with international partners, with Iraqi and Kurdish security forces, to take the steps necessary to mitigate the threat that's posed by ISIL," he responded.

Yes, and we’re not at war with the rest of the terrorist hordes. They’re just poor misunderstood religious people in Obama’s mind.
That’s the key to the current situation. Bush did not seek a declaration of war against Afghanistan after 9/11/01 because it wasn’t the despicable government of Afghanistan, they were simply hosts to Al Qaeda. Al Qaeda was not a country or Government.
ISIS is declaring itself a country - a government. And their Government has declared was on us. Congress should declare war. When one (or likely more) of our cities suffers an attack in a week and a half there will be no excuse - the time will dispositively have come for a formal declaration of war on an identifiable geographic and governing entity. No more pussy footing around trying to placate individual countries that may be trying to root them out on their own - and despite some of those countries aren’t necessarily our friends - ISIS has declared itself our enemy and needs to be treated as such.
Obama is at war with the Constitution and the people of the United States.
Christians are finally taking steps to mount a defense against this savage attack on their faith and their families. Because of Obama’s pledge to “be on the side of the Muslims,” he will never send weapons to the Christians. So how can we help our fellow Christians in their desperate need for arms?
