Buried in the fine print of the deal, which includes $7 billion in soft-dollar consumer relief, are a raft of political payoffs to Obama constituency groups. In effect, the government has ordered the nation's largest bank to create a massive slush fund for Democrat special interests.

Same trick Ronnie Earl used down here in Texas. Would extort money under the guise of settling election funding violations. The settlements would require donations to Democratic/Progressive causes.
When I saw the settlement announcement, I would have bet money on this sort of payola being in it. The Left looks after its own, but with OPM (other people’s money.)
